The at field echoes the date the answer applies to, so a cached response can never be mistaken for a different date's.

A code is required

/v1/tariffs will not list every published amount. There are 1.7 million of them, and paging through the lot is a bulk export rather than a query — that is what the bulk endpoint on Business is for.

Reading the result

Group by kind and regime rather than by fee_code. See amounts & tariffs for what each field means.
